The DEA reports:

As of July 2010, 34 states have operational PDMPs that have the capacity to receive and distribute controlled substance prescription information to authorized users.

Seven states (Alaska, Florida, Kansas, New Jersey, Oregon, South Dakota and Wisconsin) and one U.S. territory (Guam) have enacted legislation to establish a prescription drug monitoring program (PDMP), but are not fully operational.   Washington State's PDMP was operational but has been suspended due to fiscal constraints.

Please note, The Governor of Florida (Rick Scott) is currently against establishing a prescription drug monitoring program, citing budget and patient privacy issues.  Florida has the highest incidents of deaths and addictions in the country, due to "pill mills".

Many of these PDMP's have been in operation for many years.  APOR concludes that PDMP's, while effective in spotting problems with doctor shoppers and criminal activities, falls far short of addressing the real problem, which is a lack of training and regulations for physicians, who prescibe narcotics.  The DEA agrees with this position and has testified over the years, that training and education for physicians is a needed tool to controlling drug abuse.
